Correct on that, Wirecutter. To expand on my comment, I later heard that Kirk was shot in the neck. This leads me to believe that 200 feet, or 200 yards, the shooter was probably aiming at the head or center of mass, but was off by about 6-8 inches vertical. As Birdchaser and GunnyFrank pointed out above, 200 yards is not a difficult shot, and a 'good' shooter should be able to get it down to about 1 MIA, so I would suspect that this guy is in the range of a novice or occasional shooter. I would not be surprised if the gun was a recent purchase.
Looking at the map, 590 feet. For an average shooter, an easy pick. I agree with US68 that likely he hit low and was intending a head shot although he may have also been aiming for the chest and flinched.
Utah's governor reminded the shooter that the state still has the death penalty. And if I'm not mistaken, by firing squad is an option. Wouldn't that be sweet justice.

Add to that the cell tower pings, license plate readers, credit card receipts, tips from the public . . . all in all, pretty good chance this guy will get caught by some A.I. algorithm that puts all this stuff together.

Mr. Kirk was speaking at the University as part of the American Comeback Tour. Multiple SLC I and III agents responded immediately. The suspect fired one shot from an elevated position on a rooftop in an adjacent building on the campus and surveillance video shows the suspect, jumping off and fleeing the area on foot. ATF and other law-enforcement located an older model imported Mauser .30-06 caliber bolt action rifle wrapped in a towel in a wooded area near the campus. The location of the firearm appears to match the suspects route of travel. The spent cartridge was still chambered in addition to three unspent rounds at the top fed magazine. All cartridges have engraved wording on them, expressing transgender and anti-fascist ideology.

This broke my heart. He was a great Christian, Family man and American. He would debate with the facts and I never saw him get very angry like the left does. The main problem with leftists, aside from being evil, is they were never told NO. They were told that the world revolves around them and nobody else matters.
