I'm not sure he was necessarily a pedo. He certainly facilitated "encounters" FOR pedos in exchange for... well sometimes money, more often perhaps influence. I think he also may have done things to put certain influential individuals into compromising positions (similarly to the movie Ricochet, but with children), so that he could then blackmail them and sell the influence.
