They have bulls-eyes on their nether regions. How long has it been since NYPD issued revolvers? I bet that tubby sergeant couldn't run past a dunkin donuts.
Hmmm.. the Police using a family of 2 adults and 2 children as target practice. I guess not much has changed since the taking of this picture except they use live people now.
Well since the NYPD hit 9 bystanders during the empire state building shoot, I'd say the technique of putting a target on EVERYTHING is working pretty well.
