As committee members, county and state election officials, and members of the media looked on, a stranger overtook the screen.

Ah, the modern misuse of a pronoun. According to Mary Beth Schneider’s observation, the entire commission was masturbating. “…them…” in this case refers to the commission, not to the whacking individual.
