A stovepipe hat and a top hat are very similar. However, one of the differences is that on a top hat, where the cylinder meets the crown, the cylinder is flared outward, while on a stovepipe hat the cylinder does not. That is, on a stovepipe the top of the cylinder has the same diameter as the bottom.
However, another difference is that the brim of a top hat is turned up while the brim of a stovepipe hat is flat.
This particular hat might be an amalgamation of both, but storing a brimmed hat with the brim down for a long time tends to flatten them.
