Look at the victim's shadow. He wasn't going to take the perp on physically. If it was CA, and I believe it was, the victim isn't allowed to be armed, either.
What's a man supposed to do? Enter a fray they know they will lose? Discretion, better part of valor, and all that. I think he handled it as well as could be expected.
And recently the cali prosecutor tells the cops to first ask if the thief needed it before arresting and charging him. I think the guy who was about to lose the tire knows he is pissing up a rope by calling the cops, as does the beaner thief.

He'd have been better off arriving unannounced with a baseball bat and no camera.
