"nootropics" or cognitive performance enhancers are a dirty little group of drugs and plants that few people accept the existence of. It drives people mad to know someone can gain a cognitive edge, keener mind, or expanded creativity, just from the right supplementation; much like anabolic steroids can greatly improve physique.
No, you won't turn into Tesla, Einstein, or that rando from "Limitless", but they may help with brain fog, increasing blood flow to the brain, and help you use what you already have in terms of intellect. A well rounded stack can get you an edge, but its not a replacement for good diet and sleeping habits.
I'm personally trying to grow Ginko Biloba trees but they prefer a colder climate. Ginko Biloba can cause brain bleeding if used improperly. Vinpocetine is an alternative and increases blood flow to the brain by dilating the fine capillaries without the potential for bleeding. I plan on adding Ginger roots to my collection as well.
Naturally, refined drugs from a lab will probably be more powerful than something herbal. There is a lot of snake oil in herbs, research, and buyer beware. A lot of supplements can both powerful and dangerous, such as >400mg of B6 in women which can shut down lactation.
Drug testing should be mandatory for all high office and it's surprising that it's not. I couldn't even enlist without being piss tested multiple times, and that's for party drugs.

Not that I think Joe is healthy, But he is probably on blood thinners due to a stroke history. I take them and I can bruise just by getting up in the morning.
The other explanation is taking blood for a general blood work. At his age he could have poor veins in his arms, with the only good place to get blood was out of the back of his hands. However, that usually a problem for older females. Every time I encountered that problem in older males they had arteriosclerosis.
