I once saw something similar at HHHaaarrrrvvvvaaaahhhhdddd Square in Bean Town. Guy had on a dog collar being lead around on a leash by some skank with blue hair.
Notice how people ignore stupid shit that's going on? Faces stuck in phones so they don't have to look. There's nothing wrong in going up and asking, "Just WTF are you trying to prove?"
I'm not usually in favor of kicking dogs, but in this case I'd make an exception.
