Jacob's ladder type effect. There's a problem with the power lines, and it arcs. The arc then travels along the lines, due to wind, hot air rising etc. Here's a clearer video, though it's a compilation. The one where there's a power line with a similar failure is only the second one, though. Starts at ~12s in.
So, can somebody smarter than me explain that to me?
