I'm sorry that some nut job shot an innocent girl. This whole story makes me think of the movie, " Minority Report". We should have a Minority Report policing organization to prevent, skinned knees, getting cut with a knife, BB gun injuries, car accidents, slips and falls on ice, etc.etc. Personally, I want to save the world from shaving nicks, paper cuts. And in-grown toe nails. Seriously, if we just shutdown Chicago, statistics would fall. Dramatically.
