There are a number of silica-based powders that behave in a "hydrophobic" manner like that. There's also one called "lycopodium" that floats, but then you can push things down into the water through it and bring them out and they're still dry, stuff like that.

American hunters are all about "more is better", and are likely to have *much* more authoritative firepower in their bedroom closet.
We also know from boxotruth's tests on "bulletproof glass", that while some of it can laugh off .308 hits, it's only a moderate impediment to a 12 gauge slug.
Looks like a Capybara to me, though the fur seems a bit too fluffy. Maybe they gave him a wash before letting folks pet him. In the wild they are skittish as hell.
