Fence aggression. Happens, too, when people bring their dog to the dog park fence but won't bring the dog in because "Those other dogs are dangerous." The aggression ends if a dog is allowed to do dog stuff with other dogs.
Our two dogs and the neighbors two dogs would go nuts at each other through the fence. The neighbor dogs then dug under the fence and they came over and played. Everyone got along very nicely.
