Tattoos, booze and tobacco products are all disqualifies in my charity donations. Had a gal one time in Los Angeles that had a minimum of two dozen face piercings ask me for fifty cents. I just laughed and told her to sell some of the scrap metal in her face.
Same here. Or I've given outright gifts to responsible people I know who are barely making ends meet, so they CAN afford the occasional luxury. But I make it known to them that I'd prefer they indulge themselves with the money if they can afford to. Even if the indulgence is supplies to make themselves lunches to take to work.
It wouldn't help much in this case because the rent money and money they DO HAVE will just be used for something else. A good landlord will also have a rent deferment program in place in which a partial payment is made and the rest of the current month gets factored in across the next year. Even if someone can't pay the whole amount, they can pay something and a good landlord knows this. Landlords really like tenants who pay, even if they struggle but genuinely try; being quiet and respecting the property is another plus.
I'm stingy with charity purely because of all the frauds. It's real bad among furries with all the mental cases. Every other day there is a "pity me" journal entry, "my drawing hand is injured", "commissions delayed", or "emergency, need money!" entry. An interesting observation is that the professional artists, I.E contracted freelancers who work for a living, don't seem to have any of these issues. I don't recall ever giving a dime to these types and don't intend to.
With over a year of lockdowns, people should have developed a skill or side hustle.
My two late Nephews tried pulling the old "pay for" shit on me. They were trying to operate a roofing company and said they needed the money for "insurance". I said, okay how much do you need and he said "a $1,000 will do it. So I said, okay I can LOAN you that much, what's the company's name and address. He says, er, no, you can just send ME the money. When I said no to that they called me bad names. Go figure.
I tend to help people like those who I know work at a fast food joint, like a young mother, trying to help her family, that I know her husband has a crappy job, and she is trying to keep food on the table for the kids. I have been known to sneak her a tip of 20$, when I know that the restaurant won't allow it. I force them to take it, knowing it will fill their gas tank for the week. I am blessed to now be debt free and even with a fixed income, we end up saving money every month, so I can be a bit more generous on occasion. I do have a new roof to put on this year, so that will cost a lot. I got 2 different estimates. 4700$, and 12,500$. Both just shingles, with a tear off, warrantee, one with a 20 year and the other with a 50 year. I will be long gone in 50 years, so no thanks.
I am 74 and I intend to live at least another 70 years. Next month you may hear about the Med Beds that have been 80 years but not shared with us commoners. We will have them in every State before long. Texas, Florida and Arizona first, then all over. Sure, you can die anytime you want, but in the event you want to live another 40 years or so, you should google the med beds.
Had a niece hit me up for 5k to pay her college tuition. Two weeks later she's posting pics on FB from Disneyworld.

I recommend getting a high quality metal roof. Parents had theirs redone and it's quite nice.
