DeleteIf I was a police chief in one of these areas, I would have a press conference and announce the investigation is being tabled due to lack of witness cooperation. Not going to waste precious staffing and monies pursuing in investigation when the "community" does not want to help. Let them know if something comes up or leads reported, they will be investigated, not going to do so actively.
DeleteThe hood rats will take care of 'justice' themselves anyway. Maybe at some point the 'community' will wise up and become part of society. (Oh who the hell am I trying to kid! )
