That is a stabilizing bar to keep the lines from flopping in the wind. Without it, wind current fluctuations coming past the poles would have the lines whipping. They are all the same phase. As lines get larger, the current carrying capability doesn't increase relative to size. The reason is heat dissipation. A #8 wire is essentially seven #12 wires, but can carry only double the amperage of a #12.
It probably DOESN'T have insulators between the various cables - It's probably the exact opposite, it's got steel (or copper or whatnot) arranged to make SURE they all connect.
And they're certainly all the same phase (not circuit) so there's effectively zero potential between them. Capacitive effects can change that, but not enough to be a problem. The stabilizer they're adding is probably both for mechanical strength, and to stabilize the electrical properties which would otherwise vary a bit as the distance between the wires changes with the wind (or earthquakes, whatever)
A hot headed friend of mine years ago got into a traffic snafu with another car. My friend was the real deal tough guy. Anyhoo, he jumps out of the car and he's going to kick the other guys ass, The other guy was friggin' monstrous. Funny as he'll watching my friend trying to hold the car door closed so the big guy couldn't get out while he apologized.
