My boy Mini Australian Shepard was like that, always wanted to have his butt scratches, patted, etc. Had to put him down about a couple months ago, he had a ruptured cancerous tumor...he went from being fine to deathly ill within a couple of hours.
I believe dressage training is in order for that beast.
