SACRAMENTO, Calif. — Two men were indicted in connection with conspiracy to attack the Democratic Headquarters in Sacramento, the FBI's San Francisco office announced Thursday. 

Ian Rogers and Jarrod Copeland are accused of planning the attack "using incendiary devices," officials said.
