I'll agree with you on your 90-7-3 rule as I have out shot cops at the range and seen what those targets look like. However, that does not seem to be the case here. What I am seeing is a simulated controlled pair center mass followed by a single shot to the ocular cavity in a failure to stop drill ... only done in the black rings instead of a silhouette. The holes appear to be large, maybe .45 ACP. Pretty good shooting if I may say so.
#5 I've done that before when ammo was affordable. When we got bored shooting only the bullseye it was "okay let's shoot each number on the target" or "shoot only in the white or black ring one shot at each point on the clock". I've even played tic-tac-toe with a 22, but like I said that was when ammo was affordable. Al_in_Ottawa

7% of cops have their own firearms, and hunt or shoot recreationally.
And only 3% of cops are firearms experts; FFL'S, gunsmiths, instructors, or range safety officers.
