I'm strongly of the opinion that she thinks she's getting her exercise. Oblivious to all the problems she's causing other people. And the airport is plenty large enough to get your exercise in anyway.
So, yeah, stupid. But mostly oblivious to social signals (and signs) not actual missing the fact she's on the wrong walkway.
Well, either that or she's just got off a 18 hour flight after an all night bender and is so tired she can't even. That's also possible I suppose. I agree thought that NO ONE is actually that stupid. Well, not and be allowed outside the care home on their own, anyway.

I'm 6' 4", so fairly tall; got pulled over by a young cop for rolling thru a stop sign in my neighborhood. My wallet / license was in the back of my pants, so I asked to get out of the small car I drove to get my license. When I stood up, I was quite a bit taller and larger than he was. You could see the concern in his face, of course he had a gun. Got a warning thankfully.
Reminds me of a story about a guy that went all road rage one time. He started yanking someone out of their car, then realized how *much* of the guy was coming out the car! He then started to try and push him back into the car. It didn’t go well.
Hardly anything funnier to watch. A while back my then-wife and I watched for ten minites while a drunk urban outdoorsman try to mount his bicycle. I had a headache by time he gave up and sat down under a tree.
