Virginia House passes bill to prohibit police arrest quotas

The Virginia House of Delegates passed legislation that would prohibit the state police and local police departments from issuing formal or informal quotas on how many arrests they should have in a given time period.

  1. Va is well known (in surrounding states) as a state where out-of-state drivers are targeted. That said, the out-of-staters seem to be mostly idiots since they continue to drive over the limit. Can't blame the locals for preferring to target non-locals.

    This bill won't amount to mouse farts as far as changing the day to day practice. Any cop stupid enough not to understand the effect of poor revenue generation on his career won't last long anyway.

    1. when i was there we didn't target out of staters, they were just going faster than 99% of the locals, plus we worked the interstate so less locals. there are no quotas. there were area averages, each one different. its not to target anybody, its to measure one trooper against the group. you didn't want to be slacking, but over achieving got you heat from your buddies. slow and steady was the norm. we didn't have to make up shit either, violators were/are plentiful. the worst were out of state cops. i never gave but one a break, they know better, then demand a break. frack that. i gave it up when i realized it was no longer protect n serve, but a political entity. they're the gov's personal army these days.

  2. Oh. That means they can write all the tickets and make all the arrests they want to.

    (Do the legislators think this law can be enforced?)

  4. This would put the Hatfield, PA Police Department out of business. What they should do is allow them to make all the arrests and tickets they want, but send the money to the state.

  5. One place in the Commonwealth that seems ticket happy is the City of Fairfax.

  6. I grew up in VA. Every cop I ever met there was an asshole and they were American Stazi. In the town I grew up in, a guy had the shit beat out of him by the cops. Their excuse was that he fell down the stairs, which was reported in the papers. The cops had a one story building with no basement. Really. I have stories. I left almost 45 years ago and have returned only thrice to attend funerals of dear ones and once to introduce my soon to be wife to my parents. I don't anticipate ever going back.
