3 arrests after girl wearing shock collar seeks help

STRATFORD, New Jersey (WPVI) -- Three women were arrested and charged after a horrific case of child abuse was discovered in Camden County, New Jersey.

Authorities say a 13-year-old girl was forced to wear a shock collar meant for a dog around her neck.

Neighbor Karen Villec said it was on the afternoon of Tuesday, March 1, when she heard her doorbell ring repeatedly.

"I open the door and she hands me this dog collar. And I go, 'Is your dog loose?' She said, 'No, they shocked me! They shocked me!' And she put up her neck and I saw the two marks from the dog collar," said Villec, adding that the collar was vibrating in her hand.

  6. There's a time and a place for everything. I'll reaffirm that government intervention makes things worse. Now this girl doesn't have a home, and is almost guaranteed to be molested and probably trafficked by the "Division of Child Protection and Permanency " asshats. An Orwellian name if ever there was one.

    Yes, it's upwards of 50% of girls aging out of the foster care system wind up raped and sold. You don't get those kid of numbers without foster care complicity.

    I think her future would have been better with abusive moms, no matter how lesbian, fat, and/or drug addicted. Which is why I'll NEVER sick the rapists on people. Go talk to the parents, offer classes and resources and babysitting or whatever, but knowingly subjecting a child to the foster system? Yeah, I couldn't live with myself.

      That article offers three routes, all of which involve kids leaving the foster care system, not the being abused while in it. Mostly kids running away because of clashes of personalities and perceptions of excessive expectations from the adults at the worst possible age, the teenaged years. Aging out of the foster care system is definitely a problem that needs to be addressed, since if there were no family to take them in as kids, there likely wont be any such organic support system for them at age 18, which increases the likelihood of suffering from substance abuse, homelessness, and predatory behavior
