I'm going to go out on a limb here and say alcohol was involved

HOUSTON - A Houston police officer’s patrol vehicle was rear-ended by an off-duty Pasadena police officer early Thursday morning, HPD says. 

The Houston police officer was taken to the hospital with a possible injury to his head, and the off-duty Pasadena officer was also taken to the hospital with minor injuries, officials say.

  2. Houston area cops are notorious for blocking several lanes of traffic, on the interstate as well as major arteries, for even the most minor of traffic stops. They don't care about how big the traffic jam they cause while writing a ticket. So your cruising along at 70 mph, traffic is suddenly stopped and stacking up, you swerve to an empty lane and suddenly there's a cop car. Boom. I'm surprised it doesn't happen more often.
