    #1 could be Portland. Portland bought up all the high density property they could in east county, turned it into section 8. At the same time they closed as much section 8 housing in the city. Shazaaam. East county has been destroyed by Obama voters, old Section 8 properties in Portland are selling for big bucks. Purely coincidental, of course.
