the government probably told the construction company one model of pole then ordered another....still not an excuse to not just cut the old set bolts and drill holes for bolts.
I'd give 'em an "A" for ingenuity. Field expedient modification due to the fact the drilled holes were meant to accommodate a previous bigger pole foot.
That solution is straight up laziness and an abject lack of ingenuity. I absolutely guarantee that the phrase "fuck it" was used just prior to executing this abortion.
The original bolts were cast into the concrete, and I guarantee that "just drill new holes and put in new bolts" wasn't on the list of options. Honestly, there's a reason for that, it would be substantially weaker than the embedded bolts .. but obviously this isn't better. It's just a workaround way for them to comply with the instructions to "use originally embedded bolts". Yay, bureaucracy! They needed to cast a new base, or weld on an extension to the foot of the pole. Both of which=paperwork. Lots of it. And somebody getting nailed for ordering the wrong poles. I give you: efficiency.
We erected a building that supposedly had an expert concrete contractor's expert anchor bolt placement. In a 60X60 building with two large garage doors, we had exactly six properly located anchor bolts. The rest we had to torch off and use wedge anchors. Cost our contractor a small fortune for the extra time and materials.
Probably a replacement pole due to road accident or something. They'll have an opportunity to replace it in about a week or so, when some fat hooker leans on it.
