That's fucked up. Anybody with any common sense at all would know you have to let your kids hit full growth before you let them get tattooed, otherwise the inkwork will get distorted as the kid grows and the skin stretches.

Then when they do the state mandated sex change later on, the tat will get cut off anyway, so it's a self-correcting problem.
