Biden's blunt comments reflected how Democrats' euphoria over their strength in the midterms will soon collide with the likely reality of divided government in Washington.
Of course not, they won't even bring it to a vote, because it gives them something to run on in the next election, and the one after that. They're getting their ass handed to them over guns by SCOTUS, so they're afraid to push too much that way, so they're going to campaign on abortion rights and student loan debt forgiveness. There's no money to be solved in fixing the problems, just in promising to fix them and then saying "but we were stopped by those nasty Republicans".
