NEW YORK - The Panel for Educational Policy has voted to approve a $43 million contract to lock the front entrances of New York City school doors, as well as installing cameras and buzzers.
If the colored mayor let the cops loose to clean up the City as Giuliani did, the streets and schools would be safe, and the crime-monkeys would be behind bars where they belong.
So the story goes, they let the contract out for bids. There were several, but one highball $43M and several ranging down to $23M. The contract admin goes to Highball and tells them they can have the contract, with stipulations. Highball says, "what?"
Admin says, I award it to you, we hire lowball to do the work, and we split the rest 50-50.
