That's a game called "stomp the puddle". I was taught it when I was a little kid, and I taught my daughter and grand daughters when they were about the same age as that little girl.
If you run and jump in a puddle with both feet, the water splashes outward and *you* don't get wet. Everyone around you on the other hand...
