  16. #1 - no osha in India for sure. I see he has a little can wall to protect his feet when he moves the bloom from stage #2 to stage #3 so they've been doing it this way for a while. I expect there is a guy on the other end doing the same thing to feed stage #1 and handle the long hot ribbon coming out of #3.

  17. Number 1 is an antique, compact 'cross-country' steel strip mill. This was how all steel strip was rolled before Century XX. Suspect that mill was built in either England or the United States prior to 1900 and exported to South Asia immediately after WW II when the cross-country mills were replaced with the modern inline mills.
