They used to confine themselves mostly to rest areas aka pickle parks but boat ramps seem to be the venue du jour now. I think the sheriff's dept here in my county has busted a few of them as well.
Maybe I should've said Southern Legal-Speak. I see people charged for it all the time in the crime section of our weekly paper and TV news sites. Never heard the expression until I moved here.
If they had just included a pride banner, called it a parade, and done it in front of kids, they would have been applauded for their display. So stunning, so brave.
