  2. That is not an engineering failure; it is a Manufactured Business Opportunity. Now they'll get the contract to build an overpass connecting the two legs which they will sell by eliminating the need for traffic lights which will negatively affect the cross traffic.

  9. Very probably the cause is how the land is platted. You see this most often in rural sections.
    I see a start line and at least two drag strips.

    Nope. _This_ is what eminent domain is for - to force a sale of the single piece of land that blocks a reasonable road route. NOT to get the land cheaper for a private developer that's a crony of the authorities.
