Speaking from my 50 years of experience with cow dogs yes, he'd much rather be on dry land working cows but if he loves his mama half as much as my guys loved me he wouldn't care where he is, so long as it's by her side.
It looks like he's thinking "Help, Mr. Wizaaard".
