As EMP I am shuddering when that little kid falls out of that waterspout to the natural granite stones. I've never seen a public waterspout strong enough to lift a child like that.
Those were OK for awhile, I wouldn't go to them anymore. Then somebody decided that to actually eliminate the chances of transmissible diseases (pink eye from fecal contamination was the culprit mentioned, I think) they needed to add absolutely obscene amounts of chlorine.
Idk how much, but I'd be surprised if the kids clothes aren't a shade whiter when they're done playing.
As for that little girl being "lifted" by the spray? I think she must have jumped up. At best the jet is strong enough to turn her around a little (and probably make her land badly.)
