Yep, purposefully blocking access to a facility to a person already having challenges getting in/out of their vehicle should merit a fine shown on handicapped parking placard.
If the van passenger is handicapped the driver can back up and block traffic while loading and unloading. If the driver is handicapped he needs to get as far right as possible and over the ramp, few dings and scratches and broken window before he gives up and waits, causing the ass to have to get in through his passenger door. I work as a service technician for both manual and power wheel chairs. You could probably get up the ramp in a manual, but there’s no way to get in on a complex power chair. Some weigh up to 500 pounds and would flip over if they tried. It’s never a good time when a quadriplegic flips a chair over. Worse when the offending hits a chair and decides to take it up a notch to felony hit and run. I had 5 of those last year. There is not a legal punishment that inflicts enough pain, in my opinion. It involves a wood chipper that runs very poorly and has to be restarted several times, until the task is completed. Buddha
At the credit union a young, slim, very attractive, gym rat pulled up. She nervously scans the area, pulls out her handicap permit, hangs it on her mirror, and takes the handicap spot at the end of the parking lot. She gets out, scans the area again, and rushes into the building. Pretty impressive for a handicapped person. Inside, in front of everyone else, I told her she didn't need to take a handicap spot, she should have taken one of the empty spaces right in front of the door. Wanna guess the race? Two days later she pulls into Costco, goes thru the same routine. Except this time she parked in the shopping cart corral. When we came out her car was immobilized by shopping carts wedged in between her car and the corral rails.
Correct me if I'm mistaken, but not only is the Jeep blocking handicapped access, but it's in a well-marked No Parking zone. IMNSHO the driver should literally be shot.
Have the vehicle towed to the next County at the owner's expense.
Years ago, a coworker developed very aggressive MS and was soon unable to walk without the assistance of a walker. There was a notably hot week for the area, with temperatures above 97F, and he needed to get groceries. When he arrived at the market, a big jacked-up dually was parked across all three handicapped spots, so Greg parked two aisles over. The heat apparently got to him before he could make it to far and he blacked out and lay between two parked cars for at least a half hour before he was found. He never left the hospital. The truck was still parked in the handicapped spot when the Ambulance and Cops arrived - the truck was towed away because it had been idling and someone poured a jerry can of gas into the tank - it was Cummins-powered.
It's a jeep. Park in the grass. A window punch would convey a pretty good lesson. Let the air out of the passenger side tires. That way she won't notice right away. I had some of those stainless steel zip ties and zip tied a shopping cart to the door of a car once. I figured I'd best not carry those any more. That said, a steel zip tie on the drive shaft of a car or truck makes a hell of a racket.

I valve stem remover, 4 tires, toss all 4 cores to the prevailing winds and wait for the cops to show up. 2 can play the dick move game.
