Look up chimerism. It's where 2 different fertilized eggs combine and make 1 critter. It has some interesting features that look similar to this. But it's got to be kind of rare.
IMHO, that's a miniature Tri-Colored Australian Shepherd, possibly with a pinch of Boder Collie thrown in. BTW, my opinion is worth what you paid for it. Just ask my wife. She'll tell you.
