    Just tell the kidnapper "keep him, I don't want him back" and don't respond to any further communications- It's a gamble- best case, kidnapper loses interest, drops the dog off somewhere- worst case, kidnapper wants her to know that he's hurting/ has killed her dog, and actually does- tough call- Wasn't this one of the plot lines in Dirty Harry?
