I'm going to agree that it has something to do with a rolling shutter effect. It was muzzle flash, and the muzzle was there at the time, but since the gun is moving differently than the shutter, we only see the flash.

Did the cop just pop out of the car? It looks to me like he was there a while, so the biker wasn't looking where he was going until too close to stop. His fault.
He did avoid ramming the cop, which was pretty good riding - but a sudden unplanned course correction like that will nearly always end with laying down the bike.
