Because it's a third world shithole that doesn't care about their waterways being choked with garbage. Coming soon to a homeless riparian area near you, if it's not there already.
Possibly there was a perception that the debris pressure was going to damage the bridge or water trapped upstream was flooding properties so you deal with the pressing issue and be tidy later.
Look closely and there's plenty of clear length under that bridge for the floodwaters to pass. They're scooping out of a corner at the shoreline. Instead of just dumping it downstream, they should be piling it on to dump trucks and hauling it off to the nearest vacant lot so the neighborhood kids can have their own heap of trash to play in. Denying the children their fun. What a bunch of spoil-sports.
