Not only are cops crooked they are stupid. They know that cameras these days are literally everywhere yet they continue to do incredibly stupid and often illegal things. Hardly a day goes by that we don't see at least one new video proving they are both stupid and crooked.
The officer was just moonlighting to make ends meet.
