FBI Charges Top United States Customs and Border Protection Official With Fraud, Lying to Federal Agents

The Federal Bureau of Investigation announced that a top official at the Customs and Border Protection has been slapped with federal charges, which include a scheme to commit fraud via disaster aid and lying to federal agents. The charges facing Serina Baker-Hill, 55, Director of United States Customs and Border Protection’s (CBP) Center for Excellence and Expertise over Automotive and Aerospace Engineering, stem from application for FEMA funds in 2023 after the Detroit floods (via FBI/DOJ):

    So they put video surveillance on her home while she was supposed to be living somewhere else during repairs, the "somewhere else" was to have been paid for using FEMA money. I'm sure they don't put video surveillance on the home of every individual that gets FEMA money for things like this, so did law enforcement have reason to suspect this woman might attempt to cheat? Why was that? here's her picture

    now explain to me how and why the CPB has any authority/interest over/in automotive(cars/trucks) and aerospace(planes/rockets) engineering(design).
