When a country is ruled by an oligarchy, power isn't in the hands of one person (like a monarchy) or the people (like a democracy) but a small group of people. An oligarch can be a member of the nobility or a wealthy person. People often say a democracy has oligarchs when rich people appear to have too much influence on a country.
Re #19 - Then there's the city Daniel Boone : I know a guy with a heavy-duty pickup, complete with spray bedliner, toolbox, cattle guard, skidplate, winches front and rear, etc. who won't drive through tinky little puddles for fear of getting his truck all dirty. Correction : I used to know him.

UE5 also carries its frame stuttering bugs and performance issues over into most games made on. The main course of sloppy code came when DLSS and upscalers became a magic bandaid for poor performance and buggy, unoptomized code.
I'm holding off on building a new rig for another hardware 2-3 generations so hardware overpowers sloppy code and comes down from its absurd pricing. It's getting ever more difficult to find a normal, inexpensive motherboard that isn't bloated in feature creep.
