Starting Friday, Los Angeles residents will be able to apply for a chance to receive $1,000 monthly payments as part of a 12-month pilot guaranteed income program.
The program, dubbed BIG:LEAP, will provide more than 3,200 people with the unconditional direct cash payments for one year.
Officials said there will be no restrictions on how the money can be spent.

While I hate government "charity" (i.e. vote buying) I fully support NOT putting any restrictions on it if the government IS going to give things to people. Food stamps should IMHO be cash, and without restriction.
I'm a die-hard homeschooler, and I've seen at least three times that some government "charter school" starts up, and is great, and helps people out. For a year or two, and then starts ratcheting down the restrictions until they won't pay out a dime unless you teach your kids to be lesbians. At which point I scoff at those who think they'll still be OK.
Putting restrictions on handouts is a long and storied tradition among the Marxists plans to control people.
They can steal food and clothes and save the money for a car, then they can get a JOB! My shrink told me I was paranoid and delusional three years ago and just last week said I was no longer paranoid.. Maybe it's time to work on that DeLuuusional thing.
