The problem with this sort of legislation is that the honest, law-abiding citizens will follow the rules … and just like so-called “gun control,” the criminals will not.
The "little darlings" (seriously creepy phrasing there, in context) are under 13, genius. If they're "getting instructions" on mutilating themselves, it's from school and parents, especially. But I'm sure somewhere in your mind this was a rhetorical killshot. (As opposed to what it actually was: a comment that makes you sound like a creepy guy who hates prepubescent kids)
