In reality this means nothing. The criminals in power want bumpstocks banned. The criminals at BATFEces are happy to ban hem and enforce such a ban. A court ruling is not going to stop them. Unless/until we totally eliminate every Fed agency including the FBI, IRS, BATFEces et.al our freedoms will continue to be abused, assaulted and eroded on a daily basis. To criminals court ruling are at most a minor inconvenience. Certainly nothing to actually obey.
